Spencer Chilvers (Head of Export Control Policy) joined Rolls-Royce plc in June 2010 as part of the corporate export control team with special responsibility for export control policy, and relations with governments and the EU on export control issues.

He is currently Chair of the Executive Committee of the UK Export Group for Aerospace, Defence & Dual-Use and a member of the Aero Space and Defence Industries Association of Europe (ASD) Export Control Committee. He is also a member of the International Institute for Strategic Studies. 

Prior to that he worked for 14 years for the Export Control Organisatioan (ECO). During that time he was responsible for ECOs interests in the export control regimes, relations with the EU, including working groups dealing with dual-use items, trade sanctions and intra-community transfers of defence products.  He was also involved in work towards an Arms Trade Treaty, on small arms and light weapons issues associated with the UN Programme of Action, the OSCE Document and the UN Firearms Protocol.  He also participated in various UN Groups of Government Experts as the UK representative and was (and still is) active on international outreach work.
